WHO ARE THE GLOBAL TERRORISTS ?
The condemnations of terrorism are sound, but leave some questions unanswered. The first is: What do we mean by "terrorism"? Second: What is the proper response to the crime? Whatever the answer, it must at least satisfy a moral truism: If we propose some principle that is to be applied to antagonists, then we must agree -- in fact, strenuously insist -- that the principle apply to us as well. Those who do not rise even to this minimal level of integrity plainly cannot be taken seriously when they speak of right and wrong, good and evil.

In 1785, the British philosopher Jeremy Bentham
(1748-1832), founder of the doctrine of Utilitarianism, began working on a plan for a model prison called the panopticon. The signature feature of this design was that every one of the individual jail cells could be seen from a central observation tower which, however, remained visually inscrutable to the prisoners. Since they could thus never know for sure whether they were being watched, but had to assume that they were, the fact of actual observation was replaced by the possibility of being watched. As a rationalist, Bentham assumed that this would lead the delinquents to refrain from misbehaving, since in order to avoid punishment, they would effectively internalize the disciplinary gaze. Indeed, Bentham considered the panoptic arrangement, whereby power operates by means of the spatial design itself, as a real contribution to the education of man, in the spirit of the Enlightenment.

Estamos de acuerdo en que es un título raro: "Narco News"

"Narco" porque así le llamamos los americanos hispano-parlantes al comercio ilegal de drogas. Las raíces del término significan "dormido". Vivimos la pesadilla de la guerra contra el narco gracias al adormilamiento impuesto por los malinformantes medios de E.U.

"News" en inglés significa "noticias" pero también "novedad". La primera tarea del boletín NarcoNews es traducir para el público de E.U. tanto las palabras como el sentimiento de las noticias y el análisis que se reportan en América Latina y en algunos rincones de los medios de E.U. ignorados por los medios masivos. Qué tienen de "novedad" la democracia, la dignidad, la soberanía o el sueño de Bolívar? Si estas ignoradas historias sobre la guerra contra las drogas se publicaran y analizaran en los Estados Unidos, entonces sí estaríamos hablando de novedad y de noticias.

"It Is Certain There Will be Many Firestorms"

Scenarios of nuclear attacks on the United States, whether by terrorist or state adversaries, have assumed that Washington, D.C. would be a major target. A startling article published as the cover story of the January-February 2004 issue of the Bulletin of the Atomic Scientists describes the enormously destructive effects to the Washington, D.C. area if, on a clear day, an adversary exploded, 1500 feet above the Pentagon, a nuclear weapon with an explosive force of 300 kilotons (20 times the explosive force of the Hiroshima weapon). (Note 2) This horrifying scenario, prepared by Stanford University nuclear historian Lynn Eden, shows the weapon's blast effects crushing the Pentagon and knocking down nearby buildings. But the blast effects would be confined to a considerably smaller area than the much larger area set ablaze by the fantastically high levels of thermal energy released by the bomb. Paper, wood, office furnishings, and other common combustibles would be quickly ignited. "Within tens of minutes, the entire area, approximately 40 to 65 square miles--everything within 3.5 or 6.4 miles of the Pentagon--would be engulfed in a mass fire" that would "extinguish all life and destroy almost everything else." The creation of a "hurricane of fire," Eden argues, is a predictable effect of a high-yield nuclear weapon.

Lynn Eden's article draws on a chapter from her extraordinary study, Whole World on Fire: Organizations, Knowledge, and Nuclear Weapons Devastation, published by Cornell University Press in January 2004. The article and the book examine why, even though nuclear weapons reliably produce fire effects, U.S. nuclear war planners never systematically took firestorms into account when they targeted adversaries. According to Eden, a "very conservative estimate" would be that firestorms, also called mass fires, "double the damage" caused by modern nuclear weapons. (Note 3) Yet instead of treating mass fire as a standard effect of high-yield weapons, military planners focused their attention only on blast effects which, Eden argues, led them to underestimate the destructiveness of nuclear weapons. (Note 4) That miscalculation meant that throughout the Cold War and since, the U.S. nuclear arsenal was far more devastating than most civilian and military officials understood. Underestimating the capabilities of nuclear weapons meant that larger numbers of civilian casualties ("collateral damage") became more likely, even if most weapons were aimed at military targets only. This also meant that the U.S. produced far more nuclear weapons than were necessary to achieve the military and political objectives sought by the White House and the Pentagon, thus raising their already formidable costs. (Note 5) In her stimulating study, Eden asks: why did Air Force nuclear planners develop plans and methodologies that predicted blast damage only and systematically ignored the mass fires that were no less predictable?

WHOLE WORLD ON FIRE shows how well-funded and highly professional organizations, by focusing on what they do well and systematically excluding what they don't do well, may build a poor representation of the world--a self-reinforcing fallacy that can have serious consequences. In a sweeping conclusion, Eden shows the implications of this analysis for understanding such things as the sinking of the Titanic, the collapse of the Tacoma Narrows Bridge, and the poor fireproofing in the World Trade Center.

TRABAJO INMATERIAL Y SUBJETIVIDAD

La actividad del intelectual, ya se ejerza en la formación o en la comunicación, o en lo proyectos industriales o incluso en las técnicas de las relaciones públicas, etc., en todos los casos, el intelectual ya no puede estar separado de la máquina productiva. Su intervención no puede reducirse por tanto ni a una función epistemológica y crítica ni a un compromiso y un testimonio de liberación: Es en el nivel del agenciamiento colectivo mismo donde interviene. Se trata pues de una acción crítica y liberadora que se produce directamente en el interior del mundo del trabajo; para liberarlo del poder parasitario de todos los patrones y para desarrollar esa gran potencia de cooperación del trabajo inmaterial que constituye la cualidad (explotada) de nuestra existencia. Aquí, el intelectual está en completa adecuación con los objetivos de la liberación? nuevo sujeto, poder constituyente, potencia de comunismo.

Valor y afecto

¿De dónde viene todo esto? De un enemigo. Pero si para el enemigo es imposible medir el valor, para el productor de valor es irreal la propia existencia del que pretende medir el valor… Hay que destruir al enemigo a partir del afecto. Porque el afecto (la producción, el valor, la subjetividad) es indestructible.
